I think the problem with loans is that no team that would take him on loan is going to play like we do, and being away from the squad and out of the loop can be as much of a problem as the experience is a benefit. I don’t recall the last loan that you’d regard as successful in terms of getting someone closer to the starting line up, maybe Elliott but that’s debatable. I think we use it to try and sell players and save wages, eg Taki. Look who’s on loan now; Woodburn, Ojo, Davies, Phillips, Williams, I don’t think we really want any of them back.

He has enough prem experience now to be kicking on, it's not a lack of experience that is holding him back, its his decision making and the incredibly high standard of the players in front of him.
The latter won't be lesser if he goes out and loan and returns, probably it will be more.
He has to be able to beat these players into the starting line up otherwise he will never make it at the club. At least not while the future looks so strong under Jurgen.

At 21 is it reasonable though to ask him to beat names like Fabinho, Thiago and Keita into the starting XI when he is not at their level yet?
Same with the likes of Henderson, Jones is not on the same level yet.
Milner he could push for a back up berth and already is if minutes played this season are anything to go by.
Plus if we go out and buy one or more first team challenging midfielders this summer he is going to be a bit further behind again.
Personally think he is probably another seasons worth of gametime away from being able to properly challenge for a starting berth.
There are pros and cons to him going out on loan.
The main pro would be if he was at a PL club where he got regular game time under a progressive manager.
The con of course being if he was on loan and simply training with a squad a players of lesser quality to what we have and a coaching set up that is below the level of what we have.
Would be very happy to see him at the likes of Brighton, Fulham, Brentford etc if he were to get regular game time as all those teams press as a unit, all those teams have managers that are progressive in how they approach the game and they are teams that require their CMs to be hard working but technically good.
