I think teams playing in europe and/or in the semi finals of the EFL cup should enter the FA Cup in the 4th round

The whole winter break and FA Cup replay situation shows the madness of not having a single ruling body for football in England. PL telling teams to respect the break by not scheduling friendly or competitive matches, but the FA forces teams to play replays then. They really need to get their **** together and organise things properly.
