Think you would have to look at playing experience.
Philips turns 24 in a few weeks, to date he has played 7 times for a UK club (us) and he has a total of 22 games out on loan. So almost 24 and only 29 games at a senior level.
Davies is 25 (turns 26 in August) and to date has 251 senior games, albeit below PL level, to his name.
So quite a gap between them in terms of first team playing experience.
Philips is very inexperienced for his age in terms of game time.I don't hate people. I just feel better when they aren't around.

6 pl games is his total PL experience. So an almost 24 yo pro footballer with 6 league games in the UK to his name. He never even went out on loan to a lower division in the UK.
Davies may have never played in the PL, but I would take his 251 senior games in the UK as making him as a far more seasoned player than Philips. Of those 251 games, 136 are in the Championship.
Just dug into his numbers a bit more, and thanks to cup games, Davies has played againt PL clubs 4 times so he has played againt PL teams almost as much as Philips has.
I just do not see them as being even close when it comes to first team experience.
If we are to use the playing a few games in the PL as the trump card over playing scores of first team games, then Kabak who has played in the Turkish league, the Bundesliga, the champions league and for his national team also falls behind Philips and his six pl games worth of experience of playing in the UK.
I am not trying to say Davies is automatially a quality player, but I am saying that his 251 first team games in the UK makes him a much more exerienced player than Philips and his 7 UK games (6 of them being in the PL and one in a cup game).
I also think that for his age, almost 24, that Philips has an almost unusual lack of first team experience be it for Liverpool or having a decent number of loan games to give him that first team experience.I don't hate people. I just feel better when they aren't around.

Its a revolviing door of injured players coming back and different players out injured every single week!

If Thiago has not trained all week, then that gives us a midfield of Wijnaldum, Jones and Milner if Henderson has to go play at CB. Think our midfield performance is going to be even more workman like and more ponderous that even that of recent games.
And leaves us with no senior CM cover at all from the bench.
Fabinho, Henderson, Keita and Thiago all out or not playing in the centre maybe
