Then it's a bit flawed in the sense that even ignoring injured players, insurance for a £100m is going to be significantly higher that insurance for a £1m player, so they are in a position where they might be better off not picking their star players as it would cost too much money.
Also, the insurance company is a business and they are more interested in profit than player welfare, so I don't see them being any more impartial than the club or country as naturally they'll have their own interests at the forefront of their decision making.
