Sometimes all the help and chances in the world won't help some people, for whatever reason...and medical science is yet to figure out why...but they are simply beyond help...nothing anyone does or says will work for a small minorty of mentally instable people.....usually they would be locked up for their own,..and the publics safety.

As Gazza isn't going around randomly attacking members of the public i suppose he's deemed ok to be out and about, but for someone like him, being behind the wheel of a car while in the state of mind he seems to be in is something that neeeds looking at...and i imagine it will be now.
