Well, there were a couple of good reasons to go for him in January (although admittedly not entirely sure how 1 works or if I'm assuming rightly).
1. New financial period. FFPR comes into effect. Any profit from the January window would not carry over so it was spend it or bank it. They probably plan on sticking the max allowed amount in already, so whilst it would have aided their back pocket, it would not aid the club.
2. It didn't work out that way unfortunately, but if he'd clicked we'd be starting the season with 2 established strikers rather than having to spend the first half a season bedding 1 in.

Absolutely a panic buy designed to show the fans they weren't going to asset strip like the last lot.
Horrendous waste of money in wages and transfer fee. We could have had any number of better purchases across the team. Yes I know there wasn't much time, but they could have picked a far better option for the statement of intent.
The fans would have been hysterical with love for Suarez whatever
