I think he appears more pumped up in an England shirt because he is! He takes genuine pride in playing for his country, and international games come infrequently. So he appears more pumped.
That said, it doesn't mean he's giving anything less each time he's playing for us. I mean, honestly, how can anyone say that of him?

They did & they even meant it as amazing as it sounds.
Yeah, at times he's strolling on the pitch when an attack breaks down in his vicinity, at times he appears disinterested, but those are the times which the camera falls on him. How about those times off camera?

I think various managers have tempered Stevie's natural tendency to go box to box to try to help him last & be able to keep playing week after week. Thoughts?

Agree. Stevie's swashbuckling style is one of his major strengths. Houlier nutured it in centremid when Stevie first came through, and Benitez harnessed it playing Stevie on the right and then behind Torres.
Rodgers has a massive job on his hands making the best out of an aging Gerrard whose arguably best asset is slowly leaving him. I think Stevie seems to play better for England because he's playing as a more orthodox English midfielder, someone who bustles and forces play, while he's being asked to play more like Xabi for us. While he can and he certainly has the tools, it isn't his natural game.
