Rafa is a very smart man. He could easily have avoided the question or phrased his answer in another way.

He deserves the benefit of the doubt but he usually doesn't do anything that's well thought out and planned either.

That is a thing that clearly happened in game after game. The best evidence out there that it happened?

Well, Rafa said that he had evidence that it happened and the FA didn't ban him for a few games even that he painted the FA out as being corrupt.

The most serious accusation a manager pointed out the last few years and he didn't get banned. I wonder why? Could be that they didn't want the evidence that Rafa had to come out in the open for everyone to see?
