I think it is only accurate when it comes down to England and Spain. In Serie A a number of teams have been title contenders almost every season except a few ones when a few clubs was punished. In the French league a number of teams have been title challengers. In Germany Bayern hasn't been outstanding every season. A number of teams have been able to challenge.

So two leagues out of the top five. The PL has been one of the less competitive in the world the last 20 years. If you look at the last 20 years then only Man U, Blackburn, Newcastle, Arsenal, Chelsea and Man C have been realistic title contenders. Six clubs the last 20 years.

That isn't competitive at all. If you looked back 20 years in Spain then it would probably be more or less the same.

Six clubs in 20 years have won the league in germany too. seven in 20 years have won the italian league. 7 in 20 years have won the fench league. spanish league has had 5 winners in 20 years. england has 6 in 20 years.

that to me looks very very very similar across the top 5 leagues in euro football.

your point that the italian, german and french leagues are more competitive is blown out the water by the fact that in the last 20 years the seven different winners of the french leagues have also been the same seven runners up in the last 20 years. the italian leagues runners up in the last 20 years have been 6 of the 7 teams only. the german league is the same - the 6 winners of the last 20 years have been the only runners up too.

the EPL might only have had 6 different winners but there have been 7 different runners up - showing that it is the most competetive league.
