Dianne Abbott lends nothing to the joke and in fact makes it worse.
She might be annoying and duplicitous on occasion but she's not "dumb" so why was she picked?
It's not random.
It would read better if the target of the joke was someone famous who was known to be/pretend to be geographically ignorant (joey essex/jade goody RIP)and wouldn't lose anything from having an unnamed target such as "a blonde".
I'd imagine this was how the joke originally read and at some point someone decided to change it to Dianne Abbot and insert a particularly unfortunate picture of her.
Ask yourself why on earth someone would choose to do that.

The joke is simple wordplay that didn't require any particular individual to be the 'butt' of the joke in any personal way.
