He does mean it; why say it if he doesn't mean it? He already states that the wider England team/set up should be English:

And then he's goes into a bit of detail. I'm just wondering how the best bus driver is determined.

Presumably this extends to things like the best pilot and cabin crew, the best tea lady, etc etc. I can't stop laughing at it.

You can imagine the tongue firmly in cheek when he mentioned the bus driver. I thinkits being over analysed.

And he's not suggesting that england unilateraly implements this system, but that it should be FIFA mandated for all international teams. In that regard from a sort of accademic perspective he has a point. Clubs are different, so trying to extrapolate his views on internationals in this way is a bit daft IMO.
