He wants free reign and owners are reluctant to hand over that level of control. I presume he expected that Newcastle, having been relegated, would be desperate / more open to letting him fix things, and you would think a championship side would be more than willing to do so for a top class manager. The fans would expect it. But Ashley is a knob who can't be trusted.
