I think English clubs can't legally offer a pre-contract deal to a player from another English club, even when they only have six months left on their contract.

They can however tap them up whenever and however they want, and then sign them in July as a free-agent. Losing Can to City would be terrible, I hope he signs a new deal here or at least moves abroad.
