I think they have a case. They are basically blackmailing the Swiss FA into taking certain action.
Isn't Blatter Swiss? Would his "home" team be set to benefit from any punishment to Sion???
OR is this Blatter's idea to file as he is Swiss and studied in Sion and may well be a Sion fan??? Conspiracy theories! gotta love em!

Swiss FA move to avoid FIFA ban

The Swiss Football Association (SFV) look to have avoided a ban from all sporting activity after docking rebel club Sion 36 points for fielding ineligible players.
The SFV were threatened with expulsion from all competitions by world football's governing body FIFA if they failed to punish Sion, who were kicked out of the Europa League by UEFA earlier this season after fielding players they had signed during a transfer embargo.
FIFA told the SFV there would be a blanket ban on Swiss football if action was not taken by January 13.
Sion have now been docked three points for each of the 12 Swiss league and cup matches any one of the six ineligible players appeared in. They had been third in the Swiss top flight with 31 points prior to the sanction.
The SFV said in a statement on their official website www.football.ch: "The central board of the SFV has withdrawn 36 points from Super League club FC Sion. The board has therefore met the requirements of FIFA from December 17, 2011."
FIFA had demanded on December 17 that "all matches in which the relevant players participated shall be declared forfeit or three points shall be deducted respectively".
The announcement - subject to ratification from FIFA - means FC Basle will remain in the Champions League and ends any hope of a reprieve for Manchester United, who were knocked out by the Swiss side.
UEFA's decision to expel Sion from the Europa League group phase and admit Celtic instead was upheld by the Court of Arbitration for Sport earlier this month. Earlier on Friday it emerged Sion had lodged a "criminal complaint" against FIFA's executive committee over their ultimatum to the SFV.
In a statement released on their official website, www.fc-sion.ch, the Swiss club said: "FC Sion has now filed a criminal complaint against executive members of the committee of FIFA after the threat to exclude the Helvetic Federation and clubs affiliated to it. The complaint was sent to the prosecutor in Zurich. It is directed against anyone who participated or contributed to the decision of the FIFA."
The SFV confirmed in their statement that Sion have the right to appeal to CAS against the points deduction, while FIFA said an emergency committee would study the SFV documents relating to the sanction early next month.

WtfThe FA's case, in short, was as follows. In the goalmouth, Mr Evra and Mr Suarez spoke to
each other in Spanish. Mr Evra asked Mr Suarez why he had kicked him, referring to the
foul five minutes previously. Mr Suarez replied "Porque tu eres negro", meaning "Because
you are black". Mr Evra then said to Mr Suarez “say it to me again, I’m going to punch
you”. Mr Suarez replied "No hablo con los negros", meaning "I don't speak to blacks". Mr
Evra continued by saying that he now thought he was going to punch Mr Suarez. Mr
Suarez replied "Dale, negro, negro, negro", which meant "okay, blackie, blackie, blackie".
As Mr Suarez said this, he reached out to touch Mr Evra's arm, gesturing at his skin. Mr
Kuyt then intervened. When the referee blew his whistle and called the players over to
him shortly after the exchanges in the goalmouth, Mr Evra said to the referee "ref, ref, he
just called me a ****ing black".
