Not really. Kroos' preferred option was Barcelona as was Reus. They spent the summer trying to get Cuadrado on the cheap but that fell through and they spent £75m on a striker when they didn't need to, they already had 2 better ones. They're pretty poor in the transfer market.

Ok but I cannot see how anyone can have a go at them signing Suarez. Sort of player that, if available, any team in the world should be looking to sign him, even Barcelona. His infectious appetite to win alone is worth £75m.
